Painted Effect

1. Open up a photo in PS.
2. In the 'Layers' palette in the bottom right of your screen, right click the top layer and select 'Duplicate Layer'.

3. Now go to Filter > Artistic > Sponge. The settings to use may vary depending on your image, but I used 0, 0, 6. Click 'Ok'.
4. Go to Layer > Layer Style > Blending Options and set the top 'Opacity' slide to about 50 or 60%, depending on what effect you want. Click 'Ok'.
5. Finally, go to Layer > Flatten Image then save :)
