Pixelate Images
1. Open up the image you want to pixelate in PSP.
2. Go to Effects > Geometric Effects > Pixelate.
3. Change your 'Block Height' to 10, your 'Block Width' to 10 and make sure the 'Symmetric' box is checked.
4. Press 'Ctrl' and 'C' (or copy), 'Ctrl' and 'Z' (or undo) and 'Ctrl' and 'L' (paste as new layer).
5. Go to Layers > Properties and change the 'Opacity' to somewhere between 40 and 60. Press 'Ok'.
6. Remember you can mess around with the block sizes and opacity, the numbers I've used are just a general guide to get you started :)
